Government Funding Available for Flutter Shutter Installations

Flutter Shutter has been approved for installation under the following government-funded retrofit programmes, helping landlords, housing providers and eligible households improve energy efficiency, reduce fuel poverty and lower carbon emissions.

Social Housing Decarbonisation Fund (SHDF)

The Social Housing Decarbonisation Fund was the government’s flagship programme for improving the energy performance of social housing. It has now evolved into the Warm Homes: Social Housing Fund, but many housing providers still refer to earlier projects as SHDF schemes.

Who Can Access Funding?

  • Local authorities
  • Housing associations
  • Registered Social Landlords (RSLs)
  • Arms-Length Management Organisations (ALMOs)
  • Registered charities that own social housing stock

Eligible Properties:

Social housing properties:

  • Located in England
  • Typically below EPC Band C
  • Requiring energy efficiency improvements
  • Occupied by tenants suffering from high energy costs or fuel poverty

What Funding Can Be Used For:

Funding supports measures that:

  • Improve thermal performance
  • Reduce heat loss
  • Lower carbon emissions
  • Improve occupant comfort
  • Reduce fuel bills

Flutter Shutter qualifies as an energy efficiency retrofit measure that helps housing providers improve thermal performance while preserving existing windows and heritage features.

How Housing Providers Apply:

Funding applications are made by the landlord or housing provider rather than individual tenants.

Tenants cannot apply directly but can ask their landlord whether their property is included within a funded retrofit programme.

Warm Homes: Social Housing Fund

The Warm Homes: Social Housing Fund is the successor to SHDF and provides funding to upgrade social housing across England to EPC Band C or above. It supports large-scale retrofit programmes delivered by housing associations and local authorities.

Who Is Eligible?

Funding is available to:

  • Housing Associations
  • Local Authorities
  • Combined Authorities
  • Registered Social Housing Providers
  • Social Housing Charities

Property Eligibility

Properties must generally:

  • Be social housing
  • Be below EPC Band C
  • Require energy efficiency upgrades
  • Be located in England

Benefits of Flutter Shutter

  • Improve thermal performance

  • Reduce heat loss through existing windows
  • Reduce overheating during summer months
  • Improve resident comfort
  • Retain the character of heritage and traditional properties
  • Support net-zero housing targets

How Residents Access Funding

Residents do not apply directly.

Instead:

  1. Housing provider secures funding.
  2. Retrofit assessments identify suitable properties.
  3. Approved measures are installed at no cost to qualifying tenants.

Warm Homes: Local Grant

The Warm Homes: Local Grant is designed to help low-income households improve energy efficiency in privately owned and privately rented homes. The scheme is administered through local authorities.

Who Can Apply?

Homeowners and private tenants may qualify if:

  • Their property is located in England
  • The home has an EPC rating of D, E, F or G
  • Household income is typically £36,000 or less
  • Or the household receives qualifying benefits
  • Or the property falls within an eligible postcode area

Eligible Properties

  • Owner-occupied homes
  • Private rented properties
  • Hard-to-heat homes
  • Poor energy performance homes (EPC D-G)

What Improvements Are Funded?

Measures can include:

  • Insulation
  • Draught reduction
  • Heating upgrades
  • Renewable technologies
  • Energy efficiency improvements such as Flutter Shutter installations where approved within the retrofit package

How To Apply

  1. Contact your local authority.
